Monitoring and Sustainability of Water Equipment

This initiative began in January 2025 as one of the components of the monitoring and sustainability program in 70 villages in the Dogondoutchi Department.

As of June 2025, more than forty villages had already been visited by the RAEDD's project and sustainability officer. The condition of the water equipment is satisfactory in most cases. Monitoring missions sometimes provide an opportunity to identify areas for improvement. In Goriba, for example, a slight leak in the reservoir was observed, and the women responsible for selling water have no shelter at the two standpipes. Measures have been taken to rectify this. Sometimes, as in Bare Bari, the outer areas of the wells should be kept clean, given the presence of animals who come to drink. Elsewhere, the rehabilitated equipment is no longer needed. In Bawada-Dagi and Chanono, the PMH (human mobility pump) is no longer used because these villages have been equipped with a water tower with standpipes. Residents now benefit from public tap water!

Support by the Rennes Basin Water Authority and the Nigerien government

The objective of the project is to support the municipalities of Dankassari and Dogondoutchi in modernizing their water facilities. This project has three components:

a training component: training repairers to repair stand-alone water points (PEA) and mini-drinking water systems (mini-AEP),

a hydraulic system electrification component: installation of solar panels for a mini-drinking water system in Dankassari and rehabilitation of a solar field supplying a pastoral pumping system in Farin Guémé, near Dogondoutchi,

a monitoring component: funding of missions to monitor the hydraulic systems installed by the Tarbiyya Tatali collective in the communes of the Dogondoutchi department.

It was approved by the CEBR in June 2025 and is co-financed 60% by the Nigerien government, thanks to a Swiss project, 30% by the CEBR, and 10% by the AECIN. This is the first grant requested by AECIN to be approved by a French local authority since the July 2023 coup. All grants received by AECIN between summer 2023 and January 2025 corresponded to projects approved before the coup.

The monitoring initiated in early 2025 by AECIN and RAEDD can therefore be strengthened and implemented in all the localities where Tarbiyya Tatali has worked to improve water access, in over 100 villages. This will provide us with a complete inventory, particularly regarding the facilities that have been converted into mini-water supply systems following the interventions of other partners. This monitoring was originally planned to be carried out by motorcycle, but the ban on motorcycle travel for security reasons will require changes to the system.

Within the decentralised Cesson-Dankassari cooperation, a project of access to water all over the Dankassari rural commune has been implemented, thanks to funding from Cesson under the Oudin-Santini law and with many partners (Niger, French Foreign Affairs Ministry, Loire-Brittany Water Agency, Bassin Rennais Water Agency. The State of Niger implements the installation of new equipment, such as mini- AEP's or wells.
Financial provision gathered in France allow for maintenance of existing equipment : mini drinking water canalization, well drilling. A training plan included within the Hydrolic Action Plan is included in the renovation.
For every well or drilling, a Waterhole Management comittee is created, with previous members' training.

Early in 2014, a training program involved 35 CGPE of 5 persons, always including 2 women. During 4-day sessions, the current law, the principles of good management of water points, and the tools to be implemented were exposed. The same program was carried out with 20 new CGPEG's early in 2015, 30 more in 2016. Moreover, in 2018, training sessions for 170 hygene agents, 85 treasurers. Early in 2020, 24 new hygeneists were trained.

Moreover, early in 2020, simultanuously to the installation of rehabilitation of mini AEP autonomous water-points, 60 members of Water Public Service Users Associations were trained.
Other people are trained, such as two village repairers, per village where CGPE's have been trained in June, 5 groups of 22 village repairers , then early in 2017 three groups of 20 village repairers, and finally 72 repairers in 2019-early 2020. Each repairer receives a tool kit.
At Goriba (Matankari district) and at Birbiro (Dogonkiria ), AUSPE and CGPE have also been trained.

At the beginning of 2022, in Dankassari, a three-day training for 90 members of CGPE or AUSPE took place, in three groups of 30 people. A week-long training was held for five professional repairers who were provided with tools and come to repair the boreholes at the request of the CGPEs.

In 2023-2024, new training courses took place thanks to CEBR funding. A five-day training course was organized for the five village repairers, enabling them to repair a broken mini-AEP. In addition, 60 leaders (35 men and 25 women) of Associations d'Usagers du Service Public de l'Eau (AUSPE) from 25 villages in the commune of Dankassari were trained in the proper management and hygiene of their facilities. Two members of the Bagagi AUSPE (one man and one woman) were trained thanks to financial support from AECIN. Training was also provided for 90 people (45 women and 45 men) in charge of the Comité de Gestion des Poins d'Eau from 45 villages in Dankassari.

Acting in concert with RAEDD, AECIN has submitted to the Hydrology and Sanitation Department Service and the rural communities' mayors concerned, a project of improvement of access to water in the villages north of Dogondoutchi.
It consists in creating :

Self-contained water point in Goriba village (Matankari commune), including a drill which, from solar energy, will supply a small water tank connected to two hydrants,

A modern well in the village of Birboreo (Commune of Dogondiria),

Training the water point users and managers?

The project is financed by the Loire-Bretagne Water Agency, Bretagne Region, Rennes Water Catchment Area, Niger State, AECIN's resources, and the local population,

The provisional reception of the Goriba autonomous water point took place on December 31st, 2018 and the Water Public Service Users' Association were trained on February 12th, 13th, 14th 2109?

The Birbiro well is being bored.

In 2020, two wells were rehabilitated in the villages of Woutchia (Commune of Dogonkiria) and Koufa (Commune of Matankari).

In 2021 and 2022, two cemented wells were constructed in the villages of Garin Ganda and Garin Hanouna, in the commune of Dogondoutchi, along with latrine blocks in the colleges of Issakitchi (commune of Dogonkiria), Doubalma (commune of Soucoucoutane) and Salga (commune of Matankari). These constructions were accompanied by user training sessions, and a management committee was formed for each cemented well. This project was co-financed by AELB, CEBR, Rennes Métropole, and the Brittany Region.

In 2023, a project to modernize water access in Bagagi (commune of Matankari) with the renovation of drinking water supply system, as well as the construction of latrines and showers for health facilities in Bagagi, Caren Roumbouki (commune of Matankari) and the Matankari agglomeration, was realized thanks to the maintained funding requested to AELB despite the restrictions caused by the suspensions of aid following the July 2023 coup d'état, as well as the already granted CEBR funding.

This hydraulique project also includes the construction of a mini-drinking water supply system (mini-AEP) in Zagone, which is funded by the Nigérien State.

In Bagagi, the work for which Saïdou Also was selected following a call for proposals was completed in full over a period of six months. The aim was to install a new, taller and larger water tower to ensure better water distribution. The 10% guarantee to Saïdou Also could not be paid, as the AELB balance was lower than expected, but the company generously accepted this constraint.

Improving the collective latrine equipment (in schools, and health centers) is one of the priorities of the Hydrology and Sanitation Departmental Service of Dogondoutchi and the rural communities concerned,

Having separate girls' toilets at primary and secondary schools improves their safety and contributes to longer studies.

The project is not limited to building, it is systematically joined with advice on hygiene and training on good use of latrines, aimed at teachers, managing committees, and students.

In healthcare facilities, latrines are a place of privacy for users and staff, and their use reduces open defecation, which is the cause of diarrhoeal diseases such as cholera. In addition, the presence of shower cubicles improves the hygiene and comfort of patients and their families. Here too, the construction of latrines is systematically accompanied by hygiene awareness campaigns and training in the proper use of latrines, aimed at health staff, management committees and users.

In the Dankassari secondary schools

The project aims at providing three Dankassari rural commune secondary schools with girl/boy toilets, in the villages of Nakigaza, Karki Malam, Kadandame, Goubey, Bawada Daji, Rouda Goumandey, Gofawa.
It also aims at encouraging girls (39% of those schools enrolment) to complete their secondary school studies, in a context of frequent early marriages.

Four Secondary schools will be equipped, within a project funded by the Niger State, and four through funding from Rennes Metropole, within its program ‘Progressing toward the Sustainable Development Goals in Dankassari villages'.

In the Dankassari Health Cabins

A grant from Rennes Metropole to AESCD was agreed, upon late in 2018. Three health cabins were fitted out in 2019, with two separate cabins and showers in the villages of Douzou, Saouri-Kaifi, and Bare-Bari. Moreover, the Niger State has created three latrine units in schools in Sabara and Roumboukawa (Soucoucoutane district) thanks to funding from Swiss Aid.

A grant from Rennes Metropole to AESCD funded in 2020 allowed for the equipment of latrines including a shower in the health cabins of the following villages: Gofawa, Kolmey, and Dogontapki.
As for the parallel action financed by the Nigerien State, it consisted of equipping with latrines and water taps three large villages: Kakandamé, Roumouki Kadandamé, and Dangari, when a multivillage AEP was created. The latrines were completed end of January 2021.

In 2021, a new grant from Rennes Metropole to AESCD allowed for supplying the following villages with latrine units fitted out with showers in the following villages' health facilities: Kaoura Lahama, Maraké Rogo, and Goho. Then the three villages of Tanni, Bawada Dagi, and Fanna were equipped in 2022, thanks to funding coming from AELB.

In 2023-2024, thanks to the support of Rennes Métropole, latrine blocks were installed in the following health centers in the rural commune of Dankassari: the Goubey Maternity Hospital, the Bawada-Guida CSI and the two health centers in Koren-Gabas and Lillato. The main difficulty in carrying out the project arose from the cancellation of the AELB subsidy, which had contributed to the co-financing, reducing the available budget by a quarter. Following negotiations with the Direction Départementale de l'Hydraulique et de l'Assainissement and RAEDD, the selected Saïdou Also company agreed to carry out all the work planned for the four health facilities, despite the drop in funding due to the withdrawal of the AELB.

The planned collective training course could not be scheduled, and on-the-job training was carried out at each of the four sites, during the inspection and acceptance missions, by the team comprising a representative of the DDHA, the Mayor of Dankassari, the Saidou Also company and the RAEDD representative.

As a result of this action, all health facilities in the rural commune of Dankassari are now equipped with latrines. Indeed, since 2019, support from Rennes Métropole and (for the period before 2023) the AELB for sanitation in Dankassari's health structures has enabled the equipment of a maternity hospital and thirteen health structures. In addition, latrines have been installed in four CSIs and five health huts by other partners (UNICEF, Red Cross, etc.).

In Matankari schools and health centers

In Bagaji's middle school

Funding by Rennes Metropole and AECIN was approved at he end of 2018, It covered the cost of building another latrine unit in the Bagagi secondary school, which is now provided with a unit for girls and another for boys.

Three further middle schools concerned in 2021

Three units of three latrines each (one for teachers, one for girls, and one for boys) at Doubalma and Soucoucoutane, at Salga in Mantakeri, and Issakitchi in Dogonkiria. Fundings were received from AELBP and Forim, Rennes Metropole, and CEBR.
Interestingly, the building projects were achieved by companies in the Dogondoutchi region and thus contributed to the local economic development.

Three new health facilities to be equipped in 2023-2024
With financial support from AELB, latrines and showers have been installed in three health facilities in Bagagi, Caren Roumbouki (one block of two latrines and one shower) and Matankari (two blocks of two latrines and one shower). The work was entrusted to Saïdou Also.
Awareness-raising campaigns on hygiene and the proper use of latrines were carried out by RAEDD, accompanied by SCOFI (a member of the Ministry of Education, responsible for girls' education and hygiene).

In the Lycée Kabrin Kabra of Dogondoutchi

Supported by the Departmental Directorate of National Education of Dogondoutchi, the principal of the Kabrin Kabra high school in Dogondoutchi expressed to AECIN the urgent need to increase the number of latrines, which were clearly insufficient in number and little used, particularly by girls due to the lack of cleanliness and privacy. This had a negative impact on their continued studies.
AECIN responded favorably to this request, and thanks to funding from Rennes Métropole (84%) supplemented by its own funds, the renovation of existing latrines and the construction of new latrines at the high school was carried out during the first half of 2023.
The objective was to improve the hygiene conditions of high school girls and boys by providing students with safe latrines in sufficient numbers.

This action consisted of:

the rehabilitation of two existing blocks of latrines intended for girls and the construction of two new blocks of 3 latrines: one block for the staff and the second for male students.

an awareness session led by the delegate for the education of girls (SCOFI) and the RAEDD with users, on the proper use of the facilities and on hygiene rules, in particular menstrual hygiene for young girls.

The high school was provided with a brochure “My health and my rights as an adolescent. What I need to know”. The COGES financed the products and equipment for maintaining the latrines.

in 2011, to repair the small drinking water mains of Dogontapki, another area of Dankassari,

in 2013, to provide the historic village of Lougou with an independent water point ( small water tower and two hydrants),

thanks to the Water Plan to plan together the Dankassari villages'needs concerning water and to work out a training project

In 2013, three drill holes were repaired in Karki Mallam, Dan Kéde and Maraké Toudou.

In 2014, three more drill holes have been repaired in Jarkassa, Kawadata, and Bawada Daji.

In 2015, a mini multivillage AEP is being set up at Bawada Gida. The Dankassari mini AEP tank has been replaced by a larger one, and new fountains will be installed in new districts. The Dogontapki mini AEP has been renovated, the villagers will no longer drink muddy water.

In 2016, six drills have been rehabilitated in the villages of Maraké Rogo, Guizara, Sitrate Adarawa, Chanono, Dan Toudou, Tsaba Aboula, altogether amounting to over 3000 inhabitants.

Early in 2017, seven wells were repaired in the villages of Tounzourawa, Kolmey-Peul, Korongomey, Moulela, Goni, Goho et Karki-Peul. The provisional acceptance of the works was effective on March 24th.

2018 : within the framework of Progressing toward the Sustainable Development Goals in Dankassari villages program, ten drills were renovated (in Gougui, Saran Allah, Kore Djibo, Fareye, Toudou Baré Bari, Koujak, Kassaoura, Grobo, (Koumtchi), El Gueza, and Tchinguila) and seven wells were renovated (in the villages of Garin Mai Yodo, Kaoura Lahama, Dadin Kowa, Korongomey Peulh, Kadandamé, Kolmay, and Bourtou); moreover, a mini multivillage AEP and 3 wells were created.

Within the framework of the program "Sustainable Development in Dankassari" twelve borehole rehabilitations (in the villages of Garin Dan Zomo, Yazouzou, Zaouren Zoumo, Goulmouni, Sabon Gari Zounourma, Gannas, Kolmey, Angoal Kassa, Tani, Montangarey , Dounhouimawa and Garin Maoudé) and twelve well rehabilitation (in the villages of Kamrey Koré, Mailo, Douzou, Goubey Koakoré, Koumtchi, Nakigaza Déchi, Houda Massari, Tsaba Saboua Rigia, Koukoki Gaya, Koré Gabas, Yassédji and Kalgo Zounzourma) took place at the end of 2019 and the beginning of 2020, as well as training sessions for 120 members of the Water Point Management Committee, 60 members of Public Water Service User Associations and 72 village repairers, equipped with a toolkit and finally the establishment of a mini multi-village DWS in Kadandame.

2022-2023: a small AEP was installed at Goho and a self-sufficient water supply system at Goulbi, three new wells were bored in Tounzourawa Gwada Gouné, Dan Zaoure Peulh and Roukoutou, with support from AELB and CEBR. The Niger State's support involved two mini AEP's, one at Lilato and another at Bawada Dagi.

2023-2024 : funding secured from AELB in July 2023 was canceled following the coup d'état, while financing from CEBR remained intact. Planned projects, including converting hand pumps (PMH) to autonomous water systems in Angoual Kassa and Toudou Goumandey and constructing a multi-village potable water system in the Toullayé area, had to be canceled.
Through consultations between the DDHA, the Dankassari mayor (still in office at the end of 2023), and RAEDD, a priority action was identified compatible with the new reduced budget, to enhance the mini-AEP in Dankassari village, with the following steps: selecting the IAT company through a tender, overseeing the work, and completing tasks such as repairing the wellhead, dismantling and fixing the reservoir, loosening existing pipes, and installing new pipelines

Availability of water is a serious problem at Lougou. In 2002, a well had been drilled, which was frequently out of operation, and an 80 meters deep well was used by both locals and nomads and was often silted up.

Description of first initiatives

Repairing the well

In 2004 Tarbiyya Tatali paid for the repairs of the well, the installation of pulleys and the purchase of two oxen to draw water more easily. A management committee was put in place with some difficulties because the first chairman died. Now the well is not silted and the oxen were replaced by donkeys.

Fixing the pump

The pump supplies drinking water while the well used by cattle is not fit for human consumption.

The sale of the book “Lougou et Saraouniya” and a subscription allowed to pay for effective repairs of the pump in 2007.

Self-contained water supply

On February 12th, 2013, the village of Lougou received its self-contained water supply. It consists in a small water tank, two fountains and two taps fitted in the school and the health cabin.A great ceremony was held on Wednesday, February 20th. The Prefect of Dogondoutchi, the Mayor of Dankassari, the Regional Water Supply Manager of Dosso and the local water supply officer in Dogondoutchi, four RAEDD delegates and a photographer, a regional television team, the chiefs from neighbouring villages, the works manager and the population of Lougou gathered around Saraouniya Aljima.

The film Lougou Gets Water at Last reveals improvements in village life.

Well of Angoual Saoulo
The village had a mechanical pump only. A well has been dug, subsidized by Tarbiyya Tatali (Friends of Niger).
Pump at Dogon Doutchi
Thanks to funding from the Cesson Sévigné Council, a hydrant was installed in 2008, so that a new outlying district of Dogondoutchi could get access to water. The hydrant caretaker, the story-teller Kande, paid back the whole cost of the installation at the end of 2011, which will make funds available for more projects.
