The RAEDD is one of the 11 structures selected, out of a total of 330 requests, by the PISCCA fund (innovative projects of civil societies and coalitions of actors) of the Embassy of France in Niger in 2022.

Project objective and expected results

In the department of Dogondoutchi, school dropout is high and mainly affects girls.
The reasons are many and concern early marriage, unwanted early pregnancies, geographical remoteness, poverty and the inadequacy of the school system. Their exclusion or abandonment of their schooling is also the consequence of high absenteeism linked to their difficulty in managing their menstrual hygiene and their sexual health, a subject that is still taboo, leaving young girls at a loss when faced with their problems as teenagers.

The objective of this project is to strengthen the retention in school of secondary school girls from 16 rural CEGs in the department of Dogondoutchi.

More precisely

Train for each college four mother educators who will be intermediaries with young college girls to help them with their teenage problems.

Reinforce the hygiene and safety of middle school students, in particular allowing middle school girls not to be handicapped by menstruation. 2,550 schoolgirls will be educated on the management of menstrual hygiene, early marriage and the avoidance of unwanted pregnancies. Latrines and hand-washing facilities will be functional and will provide the necessary security.

Improve the knowledge of middle school students about their health and their rights as teenagers. Colleges are provided with brochures “My health and my rights as adolescents” and teachers are trained in the use of the brochure.

Project activities

The action takes place in 16 rural colleges in the 6 municipalities of the department of Dogondoutchi, Dosso Region

Commune of Dankassari: in the villages of Goubey, Dankassari, Bawada Guida, Bawada Dagi

Commune of Dogondoutchi: in the villages of Togone, Rigia Samna, Kouka Bakoye, Kalgo - Commune of Dogonkiria: in the villages of Issakitchi, Bougou • Municipality of Kiéché: in the village of Rey Rey

Commune of Matankari: in the villages of Bagagi, Salga, Matankari

Commune of Soucoucoutane: in the villages of Doubalma, Kourouroube Dakaou.

The following activities are planned

Training of mother educators in Dogondoutchi who will serve as intermediaries to advise adolescents. Lasting 2 days, this training will cover subjects relating to menstrual hygiene, the prevention of pregnancies, the prevention of early marriages and unwanted pregnancies, what to do in the event of pregnancy, the prevention of sexual harassment , and the speeches to be made towards young girls and boys. It will be led by the monitoring/evaluation manager of the organization RAEDD, the person in charge of the education of girls from the secondary inspection of the department of Doutchi. and the reproductive health officer of the Dogondoutchi health district.

An awareness caravan on the management of menstrual hygiene, contraception, early marriage and unwanted pregnancies. It will be organized in each of the 16 colleges of the project and led by the 4 relays trained, the health focal point, the community focal point, a RAEDD executive and the person in charge of the schooling of girls from the Dogondoutchi inspection who will interventions, followed by discussions.

An endowment of 2,550 girls from the 16 rural colleges of Dogondoutchi with menstrual hygiene kits consisting of 4 panties, 4 sanitary napkins and a bag provided by the CSO Kijima Kinaja.

Monitoring the proper use of latrines already built by RAEDD, particularly in relation to menstruation problems. It will be ensured, during the planned visits, in collaboration with the staff of the educational establishments and the members of the COGES. This monitoring will also concern compliance with the hygiene rules to be observed: cleaning, installation of hand washing devices and soap.

Reinforcement of college students' knowledge of their health and their rights as teenagers. The brochure “My health and my rights as a teenager, what I need to know” will be distributed in the 16 project colleges, each of which will have 30 booklets in its library. Students and teachers can consult it. Management will be entrusted to the school administration.

Training in the use of the brochure for the 16 teachers of life and earth sciences and the 16 teachers of family education from the project colleges, as well as the 16 agents of the health structures attached to these colleges.

The project is planned for a period of 6 months, between November 2022 and April 2023.

Co-funding comes from AECIN and AESCD as well as from he Management Committees of the establishments concerned.

The film 'A trio of girls in Dankassari' has been shown regularly in France, particularly in middle schools in Cesson and around Rennes.

We make a point to show it in Niger as well, particularly in the Dankassari villages.

On Niger Television

The film producers, Idi Nouhou and Saradji Bakabe, were granted a free show on Niger Television : Saraounia was shown on TV in October 2020.

In the Dankassari Middle Schools,

Thanks to support from the Ille-et-Vilaine Department, the shirt film Three Girls in Dankassari was shown in middle schools in Dankassari

The team consisted in both film producers, Idi Nouhou and Saradji Bakabethe, and the supervisor of Cesson Dankassari decentralised cooperation at RAEDD as well as of Mrs Aïchatou da Badio Doka, in charge of SCOFI (Girls Schooling) in the Dogondoutchi Department,

Overall, the film was shown in six secondary schools, namely : Goubaya, Bawadi Daji, Dankassari, Kamrey, Dogon Tapki, and Bawada Gida, So, 541 students, with 307 girls and 234 boys, attended the performances, In Dankassari, given the large number, two performances had to be organised, totalling 103 girls and 95 boys, in lively raunions, attended by two of the three leading actors in the film : Oumalher Chaibou and Zeïnab Hamidou. The third from the trio Zeïnab Alio Chanou continues her studies in Malbaza. Two members of the association of mothers of school students participated.

Technically, the projection was difficult, A generator had been provided, as the film was recorded on a computer, But the thatched classrooms weren't dark enough, and on several occasions the projector was out of order , the film had to be watched on the computer screen,

After each show, the RAEDD supervisor, Issan Dan Badio Doka and Idi Nouhou take turns to start a debate and/or explain some elements of the film, Issa Dan Badio Doka insists on how important it is for girls to study, taking her own experience as an example, She also insists on the boys' role in helping their sisters by making their parents aware of the danger of early marriages,

During the debate, it is obvious that the pupils have understood that the main point is an early and forced marriage, Girls as well as boys recall one character's arguments to refuse the early marriage project that threatens her : overwork, endless washing, cooking, risk of being deprived of food she cooked, water fatigue,,,, etc
When asked :'Why don't you want an early marriage ? ', a lot of girls argue, for example:

the husband's contempt for a wife he didn't necessarily consent to marry,

forced dropping out from school for girls,

broken dreams,,,

Apart from in Dankassari, girls debate less than boys, Issa Aïchatou Dan Badio Doka had to challenge them, asking if they were worth less than their male fellows , to get them to speak out,

Some examples of forced marriages were quoted:

In Goubey, a teenage girl had A marks at school, Her parents married her to a youngster who lived in Loga, Another teenage girl had complained to local authorities that her parents wanted to force her to marry, while she loved another,

In Dogon Tapki, a forced marriage occured, but it only lasted one week,

Here are the teachers'suggestions :

organisation of more shows of the film in Dankassari, the village where the film was shot,

organisation of further shows in other in other villages in Dankassari, where the problem of early marriages is even more crucial,

organisation during the school year of at least two awareness missions on early marraiges, intended for pupils' parents in villages, so as to consolidate the message.

In the Dankassari Primary Schools

The film was shown in June 2020 in primary schools in Chanono, Toullayé ; Tougana peul, Jigarwèy , Danzouré, Kolfa 1, Nakigaza , Sarkin rouafi,, Kamrey peul Tounzourawa within the support to girls'schooling.

Supporting Girls'Schooling Project

In order to support girls' schooling and to counter discrimination, the Niger State has implemented the Girls' Schooling Support Project (SCOFI), specifically, by appointing staff in charge of promoting girls' schooling in primary and secondary education, The male and female SCOFI delegates are educational professionals, qualified, and experienced in teaching.

Madame Issa Aïchatou Dan Badio Doka is SCOFI supervisor for secondary schools in the Dogondoutchi Departmant, Every town in the Department has a Primary School supervisor, In the Dankassari rural community, the supervisor is Mrs Fassouma Algutek, All of them were interviewed for Tarbiyya Tatali Magazine n°10, What mainly appears is that they are deeply involved in their mission but lack necessary means to achieve it, Consequently, AECIN and AESCD have requested funding to allow RAEDD to support the SCOFI delegates of the Dogondoutchi Dpt and Dankassari community.

Activities carried out

screenings of the film “A trio of girls in Dankassari” and organization of discussion sessions on the misdeeds of early marriages with the SCOFI delegates. A first mission took place in the middle-schools of Dankassari at the end of May 2019,

at the end of 2019, equipment of the SCOFI manager of Dankassari with a computer and motorbike, provision of resources for awareness-raising missions, purchase of projection equipment entrusted to RAEDD,

early in 2020, awareness missions took place in nine primary schools in the Dankassari rural district where the percentage of girls is low, Chanono, Toullayé ; Tougana peul, Jigarwèy , Danzouré, Kolfa 1, Nakigaza , Sarkin rouafi,, Kamrey peul Tounzourawa. The total enrolment in those schools amounts to 1247 students, including 290 girls, (23% of the total). The total enrolment on primary schools in Dankassari amounts to 16 947 girls, i.e. 46% of the enrolment. The booklet (My Health and My Teenager's Rights: what must know) has been printed up to 200 copies and offered to primary schools. From early in 2020 to June 2020, three awareness sessions have been led by Mrs Mahamadou Assouma Alguiteck in nine selected primary schools, based on the following program: introduction, more about the matter, film show “Three girls in Dankassari”. The first two missions were carried out on a motorbike and the third in the RAEDD vehicle. A similar action was carried out in 2021 in ten primary schools in Dankassari, in Dogon Tapki, Douzou, Kadandamé, Lougou Dan Gari, Koukadim, Faya, Lillato Garin Yama, Koumaye, Mantangarey and Koukadim. It was renewed in 2022 for the twelve primary schools of Karki Malan, Tsaba Aboula, Jarkassa, Kamrey center, Kolfa2, Marake Rogo, Moullela, Bawada Dagi Sanke, Karki dan gao, Angoual kassa, Kolmey peul, Koujak.

At the college level, awareness-raising missions were also carried out by the SCOFI delegate for secondary education, Mrs. MADAME Issa Aichatou. They involved 37 rural colleges, out of the 46 colleges in the department of Doutchi, identified as having a percentage of girls of less than 40%. Between 2019 and 2022, the 37 middle schools were visited, i.e. a total of nearly 7,700 middle school students and parents of students benefited from this awareness raising on keeping girls in middle school and the fight against early marriage.

The SCOFI delegates meet mothers and daughters separately for a training session in menstrual hygiene. Having separate toilets for girls improves their safety and helps to further school attendance.

Nigerien women, representing the whole spectrum of political opinion, organized a protest march. They walked to the Ministry of Foreign Office where the meeting of this commission was taking place and was quite effective in getting five seats instead of one.

In Niger, such literacy classes are taught in the local vernacular. They are offered to women who never attended school.

Past activities

Lougou Women.

A literacy class in Haoussa was held in Lougou in 2007.

Mothers of the Hope Class in Niamey.

There were two literacy groups, one in Zarma, and the other in Haoussa.

Linked with access to energy in rural areas.

Since 2011, one hundred and fifty literacy centers have been supervised by RAEDD in villages fitted with multifunctional platforms.

Dankassari women.

A good many women wish to acquire literacy skills in Haoussa in Goubeye in Dankassari.
The first group did so in 2009-2010 through the decentralized cooperation Cesson Dankassari project.

Another group of 33 women joined a literacy class in 2010-2011, within the Cesson Dankassari decentralized cooperation, in the village of Dogontapki. In 2011-2012, 50 women benefited from a literacy course in Dogontapki.

In the 2012-2014 period, a group of 33 women followed a literacy course in Guizara. Following high demand, two groups of 25 women attended a literacy course in Haoussa in the villages of Karki Mallam in 2014-2016, as well as in the villages of Kamrey in 2015-2017, of Chanono in 2016-2018 and Tounzourawa in 2017-2019.

In the 2018-2019 period, two literacy centers are operating at Tounzourawa and Toudoun-Makera, as well as in Gofawa, within the creation of a multifunctional platform.

From 2019 to 2020, two literacy centers operated at Toudoun-Makera and Bayan Doutchi. In 2020-2021 two literacy centers were in operation in Bayan Doutchi and Mailo. In 2021-2022 two literacy centers were in operation in Mailo and Bawada Dagi.

For 2022-2023 two literacy centers were active in Bawada Dagi and Lillato.
The second year of literacy programs was held in Lillalo in 2023-2024.

Literacy and empowerment

The content of the training received by women during the literacy process is as follows: learning to write, read and count in their language, Hausa, and improving everyday life skills related to their economic and socio-cultural development.

Women's literacy improves their daily self-sufficiency and encourages them to have an income-inducing activity. The group of literate women in Karki-Malam asked for a micro-loan system to be created after their 2-year training. Which has been in place since 2018 thanks to funding from the city of Cesson -Sévigné (2018-20 period, 2021-23 period).
In the end, 13 villages were equipped with micro-credits for literate women.

The condition of Nigerien women combines poverty and extreme vulnerability. There are disparities between men and women particularly concerning their legal status.

What is CEDAW?

CEDAW (Convention on the Elimination of all Discriminations Against Women) is a major document adopted by UNO. It aims at eradicating any behaviour and practice, or any distinction, exclusion or preference based on gender, which leads to discrimination against women to men's advantage.

Niger adopted it with reservations. Niger didn't adopt the legislation on minimum legal age for marriage, on equality between men and women in inherited property rights, on the right to choose one's residence or the number of one's children. Niger doesn't acknowledge to men and women equal rights and responsibilities in deciding freely and knowingly the number and timing of births, the right to choose the family name. Niger doesn't acknowledge to men and women equal rights and responsibilities during marriage and at its dissolution.

Understanding CEDAW better.

On the occasion of the 2009 Women's Day celebrated on March 8th, Tarbiyya Tatali pledges :
to inform Nigerien men and women about CEDAW articles.
to get the Nigerien state to lift its reservations.

To that end, we published a major document entitled ‘For a Better Understanding Of the Convention on the Elimination of all Discriminations Against Women' in two versions :

in French and Haoussa

in French and Djerma.

Those documents will be instrumental in experimenting the propagation of CEDAW in the Dosso region through reading material which highlights women's rights and is aimed at literate adults. The booklets contain a translation of the thirty articles of the convention in Haoussa and Djerma, with illustrations in keeping with Nigerien realities.

That operation involves literacy groups and community radios, to ensure better knowledge of CEDAW in rural areas, it also aims at encouraging a process leading the Nigerien authorities to lift their reservations concerning the Convention.

The two reference documents were completed thanks to the Gender Equality Support Fund and to technical support from the Ministry of Woman and Child Protection, the local Ministry of Education services and the United Nations Fund for the People.

Tarbiyya Tatali is able to translate CEDAW in the other Niger languages, and wishes to get support from partners interested in widening the circulation of CEDAW both in rural and urban areas.

See the article published in Sahel Dimanche on March 6th 2009.

The women of Arewa agreed to honor four exceptional persons, enthusiastic women committed to the Nigerien women's cause at their meeting of May 13, 2007.

The distinction of “Worthy Daguhters of Saraouniya” is awarded by the Vénérable Saraouniya Aljimma and Lady Minister of Women's Promotion and children protection. On that day the four “Worthy Daughters of Saraouniya ”get an award, a box which contains a distaff of Saraouniya Aljimma, symbol of a humble life dedicated to the welfare of her people and a picture of the Tunguma stone, symbol of truth and justice. The association Tarbiyya Tatali is pleased to give them the book “Lougou et Saraouniya” as a gift. This book describes the priceless cultural tradition of the Azna people.

Here below are the four “Worthy Daughters of Saraouniya" who where chosen in 2007.

Madam Aïchatou Mindaoudou

She is renowned for having carried on successful negotiations to recognize the rights of Niger to the Lete Island, at the Benin border. She has held several positions and she is a minister for the second time.

Madam Foumakoye Nana Aïchatou

She is a militant of the women's causes, rural women in particular. As a minister she took the initiative of the quotas law, this law has allowed an increase of women deputies from 1 to 14 in 2004.

Madam Moumouni Aïssata

The first woman who became a minister, she showed other women the way to prominent political positions, until then reserved exclusively to men.

Madam Mounkaïla Aïssata

She is a pioneer in the struggle for taking the women's condition into account in all aspects of national political life. She is the only Nigerien woman who has been deputy four times.

These four women are committed, as prominent leaders, to promote the Nigerien women and carry on various struggles in Niger to develop this country..
