Age of mothers at the birth of their first child

An AESCD-funded study on the age of mothers at the birth of their first child in the rural commune of Dankassari, supported by the MEAE (Ministry of Europe and Foreign Affairs), was conducted by a consultant, with assistance from the RAIL (Network for Support to Local Initiatives) coordinator, a team of investigators, and a supervisor mobilized locally.

Study Results

This study analyzed civil registry data from 2021 and 2022, revealing that:

61% of women have their first child between the ages of 19 and 25.
28% of women have their first child before their 18^th birthday.
Women with higher education have their first child much later than other categories, though they are very few.
Women with primary education have their first child earlier than those who have never attended school.

A deeper investigation is needed to understand the reasons for this situation.

The vast majority of mothers in the study (99%) are housewives. Some engage in informal income-generating activities, such as small-scale farming or petty trading, but the exact proportion is unknown.
The study also examined the age difference between mothers and fathers, the difference in the number of children between mothers and fathers due to polygamy, and the proportion of home births, which is higher than the national average.

Recommendations

Based on the study's findings, the key recommendations are:

Conduct awareness campaigns for parents about child marriage and the health consequences of early marriages and births, taking into account the profession, education level, and specific geographical areas of the commune.
Encourage parents to educate their children, especially girls, and keep them in school. Education is a proven method to combat early marriage and childbirth. School attendance reduces the likelihood of girls marrying and becoming mothers at a young age and experiencing domestic violence. But above all, school also provides economic opportunities and therefore promotes independence for girls.
Promote empowerment actions for young girls through career training initiatives and the implementation of small activities adapted to the local context.

These actions should target specific geographical areas in the rural commune particularly affected by early childbirths.

Coordinated actions for sustainable development in the villages of Dankassari 2023-2024

The requests from AESCD have all been approved, but only 1/3 of the budget will be unlocked due to the coup d'état on July 26, 2023 in Niger, and France's decision to suspend its development aid to Niger.

Actions funded or co-funded by the city of Cesson-Sévigné in 2023

Actions funded by other partners

The project « Improvement of maternal and child health and family planning, literacy and empowerment of women, assistance in planning development actions in the Rural Commune of Dankassari » has been approved by the Brittany Region for the years 2023 and 2024. It receives co-financing from the city of Cesson-Sévigné, from the CD35 and the SDE35.

The actions will focus on the following aspects:

Health: equipping health centers with solar energy, training matrons.
Literacy and family planning: literacy for two groups of women, awareness-raising missions by a family planning animator, equipping the animator with a digital tablet, and training on its use.
Support for education, especially for girls: translation into Haoussa of the brochure « My health and my rights as a teenager » for literate women.
Mastery by Nigerien partners (elected officials, municipal employees, members of RAEDD, and other local associations) of a geographical information system for project monitoring and decision-making support.
Support for women's economic activity: microcredit for literate women, development of familial breeding.

Other projects in Dankassari have been approved by AELB, CEBR, and Rennes Metropole regarding access to water and sanitation. Significant contributions were planned from the Nigerian State (39% of the budget) and local populations.

Due to the coup d'état on July 26, 2023 in Niger, the funding from AELB has been canceled. The funding from CEBR and Rennes Metropole has been maintained.

With the dismissal of mayors and municipal councils in April 2024, activities have continued effectively thanks to the good collaboration between RAEDD and municipal service employees.

Report on decentralized cooperation Cesson-Sévigné Dankassari 2009-2021

Study framework

The study conducted by the Support Network for Local Initiatives (RAIL) analyzed the achievements of the Cesson-Dankassari Decentralized Cooperation (CDCD) since 2009 in the rural commune of Dankassari. The City of Cesson-Sévigné has entrusted the implementation and monitoring of decentralized cooperation activities to the Association for Solidarity Exchanges Cesson-Dankassari (AESCD) and the implementation of the actions is entrusted to the Network of Educational Actions for Sustainable Development (RAEDD). AESCD and RAEDD both work within the framework of the Franco-Nigerian collective Tarbiyya-Tatali. Consultation with the municipal authorities of Dankassari is permanent.

The intervention components of the cooperation concern many aspects of the Sustainable Development Goals in the following main areas

Hydraulics and sanitation
Women's health and empowerment
Education
Environment
Food Safety
Energy
Geographic information system

They benefit from the support of many organizations in France, the main ones being the City of Cesson-Sévigné, the Loire Bretagne Water Agency, the Brittany Region, Rennes Métropole, the Eau du Bassin Rennais Collectivity and the Departmental Syndicate of Energie 35 and the Departmental Council of Ille t Vilaine, as well as the contribution of the State of Niger.

General observations

Overall, all the interventions carried out within the framework of the CDCD are carried out in a concerted manner with all the actors, in particular the beneficiary populations who are associated with the entire project process. The investments and actions carried out have had an impact on reducing poverty and have contributed to the reduction of social inequalities. The study finds that the actions of the CDCD are consistent with the strategies and policies of Niger and the municipal development plan (PDC) of the rural municipality of Dankassari. The interventions are relevant, given the areas they cover and the conditions in which the communities live before the CDCD initiatives. Indeed, the question of drinking water, sanitation, literacy and improvement of income, civil status, reproductive health, are major concerns of the populations before the intervention of the cooperation. . In view of the results of the evaluation, it is clear that the actions carried out by the RAEDD and the AESCD are interested in the real expectations of the populations. They concern the main areas transferred by the State to rural municipalities, namely water and sanitation, health, education, environment. The work carried out is characterized by its relevance, its coherence, its efficiency and its beneficial effects, linked to the sustainability and long-term nature of the CDCD. Unlike ordinary projects that involve little communities, the projects developed by the CDCD were implemented in a concerted and optimal manner. The approach adopted in the implementation of the CDCD, which favored the empowerment of beneficiaries through the establishment of management committees and women's groups, the transfer of skills to these committees, the involvement of local elected officials and technical services, the coordination mechanism makes it possible to pursue and ensure the sustainability of the results. However, the current level of involvement of local actors in monitoring and decision-making must be improved to perfect the operationality essential for sustainability. It is essential to have at the level of the rural municipality a service that takes care of all the actions carried out by the CDCD, with a reliable database that integrates the interventions of the other partners and a regular follow-up with the municipal services. This necessarily involves the will of the municipal council through local elected officials who promote the actions of the CDCD. Sometimes, the distribution of actions did not take into account the interventions of the other partners of the municipality, which reduces the relevance of the choices of certain localities. This omission is attributable to the rural municipality and its municipal services, as well as to the RAEDD, since since the origin of the CDCD, the AESCD had requested this approach for the proper distribution of interventions. On the hydraulic component, for example, the study shows that some areas have benefited more from the interventions than others. The southeast zone of the municipality has more hydraulic structures than the other parts. Many of the partners concentrate their interventions in the South-East zones, while the North zone, for example, is more deprived.

Recommendations

The study concludes with several recommendations, including

To the leadership of Dankassari:

develop a plan to turn all boreholes into stand-alone water stations;
pecruit a municipal water and sanitation officer;
produce a map of all development actions by nature and by donor;
involve elected officials in the implementation and monitoring of decentralized cooperation actions.

To technical and financial partners

adopt objectives and working methods allowing the population of Dankassari to move towards its sustainable development
work in synergy within the framework of their interventions in the municipality.

Sustainable development of the villages of Dankassari 2022

For the Sustainable Development of the villages of Dankassari: food security, environment, women's empowerment, maternal and child health, girls' rights, governance, communication.
The Ministry for Europe and Foreign Affairs (MEAE) supports this project, as part of its support for decentralized cooperation, for the year 2022.
The funding did not reach the AESCD until December 2022, because of administrative delays due to the City of Cesson-Sévigné, and a report is requested by the MEAE as early as July 2023, so the actions will mainly take place during the first half of 2023.
In Dankassari, the overall objective of the project is the implementation of concerted actions for Sustainable Development in the villages of the rural commune in the areas of food security, the environment, the empowerment of women, the mother and child health, the rights of women and girls, the strengthening of municipal services, communication. Based on the needs identified by the Mayor of the rural commune of Dankassari and our partner RAEDD, the strategy consists of carrying out concrete actions that will immediately benefit the quality of life of the population of the villages, with particular attention to women and girls. , and specific sections concerning them.
In Cesson-Sévigné, actions of solidarity and communication make it possible to strengthen links with Dankassari, in particular with children from primary schools (interventions in classes, exchanges of school correspondence) and with the general public (exhibition at the Médiathèque du Pont des Arts ).
Specifically the following actions will be implemented:

In terms of food security: establishment of two cereal banks in villages with high deficits and construction of the premises of four cereal banks.
In terms of environment: training in Assisted Natural Regeneration, establishment of three tree nurseries and three school gardens.
In terms of women's economic empowerment: establishment and strengthening of micro-credit in three villages, training in the management and diversification of income-generating activities.
In terms of women's rights: awareness-raising film sketches, following our first Akwi Magana film sketches and with the same team. The themes planned are the right to choose a spouse, unwanted births during studies, the management of menstrual hygiene, violence against girls and women. Their production has been entrusted to CulturePlus as part of Nouvel Espoir's participation in the Tarbiyya Tatali collective.

Caravan of decentralized cooperation

The idea of a caravan sprang up late in 2019 when an SCAC member happened to meet the AESCD president who represented the Cesson-Sévigné/ Dankassari Cooperation at the Sahel sittings of Poitiers' Decentralised Cooperation (dec. 2019), and it was specified thanks another meeting in Nyamey (dec. 2019) to with two goals:

Put forward cultural productions linked with cooperation –films, photo exhibitions…)
Celebrate in Niger the 10-year anniversary of the lively cooperation.

First stage of the Caravan in 2020

The forty photos of the ‘Culture, Sport and Children's Games in Dankassari” exhibition gather the photos of two exhibitions of the Nigerien photographer Abdoul Aziz Soumalaïa, giving a lively and colourful image of Dankassari, and emphasizing the rural community's initiatives, its cultural value and the diversity of its population, as well as its sport events and children's games: music, dance, Nigerien wresling, foot races, horse or camel races, handicrafts and traditional culture, langa-langa (hotchcop wrestling), hand games, toys made with local resources: millet straws, clay, in a colorful festival.
The films (video of 13 minutes each) Ruwa falala Lougou / Lougou has finally water and A trio of girls in Dankassari, by Nigerien filmmakers Idi Nouhou and Maman Siradji Bakabe, illustrate access to drinking water and the struggle against early marriages.

The franco-nigerien cooperation network was immediately available with approval from Niamey and Zinder CCFN's, Maradi and Agadez Alliances, who extend their cultural missions for civilians with support from the French Embassy. The Matameye CLAC, supported by OIF also participated. This is consistent with implementing a civillian Area and PISCCA projects or else the Youth Olympiad in Niger., OJEN Project in 2019-2020 within FSPI.
The planned operations have taken place with a few months'delays owing to COVID. In each of the three sites, an operation took place in three stages:

Friendly Grand Opening, as part of the cultural network program.
Experience-sharing workshops.
Open visits (pupils, network events).
The various actors were driven by their common enthusiasm.
On a National level: the French Ambassador's program speech, support from the minister and the High Commissary for the State modernization, involvement of Nigerien Mayors and of the Regional Association of Niger.
On a Regional level: the Franco-Nigerien cultural network, involvement of representatives and civil society
In Dankassari: Maman Chadaou ( the RAEDD supervisor) was present at every stage, and Abdoul Aziz Soumaïla at the fgrand opening and workshops.

The aim was to bring to notice the general extent of the decentralised cooperation, as well as that of Cesson-Sévigné and of Dankassari: it was reached.

Second stage of the caravan in 2021

Once the new Niger deliberative and executive organs of local organization were in place, the local representatives could again voice their fondness for the decentralized France-Niger cooperation, on June 5^th 2021, on the occasion of a first meeting of the France- Niger decentralized Cooperation network. That meeting gathered over twenty participants, including a member of Parliament, two mayors, the decentralization and territorial collectivities general director as well as delegates from support facilities

It was followed in late afternoon by the grand opening of the photo exhibition about environment, and by an inter-school sports tournament between the Dogondoutchi and Dankassari pupils. The event was organized by the Tarbiyya Tatali Franco-nigerien, under the patronage of the AMN President, and was attended by the new Mayor of Dankassari. Funded within the French Embassy's ‘Citizen Expression' scheme, both exhibitions will play a part as events during the second ‘Decentralised Cooperation Caravan', which will take place in Dogondoutchi and Dankassari, in the Dosso region.

The operations took place in August, from the 13^th to the 16^th in Dogondoutchi (conference, debate, film show and photography exhibition); and from August 17^th to the 22^nd 2021 in Dankassari (conference, debate, photo exhibition and a tour of five villages in Dankassari: Goubey, Dogontapki, Bawada-Guida, Nakigaza and Gofawa.).
In Dogondoutchi, the photography exhibition lasted four days at the HASKE Center, young people from all districts were invited through Dallol Community Radio announcements. For young people, the exhibition included culture, information and awareness, and led to more involvement in development projects. One hundred young people visited the exhibition every day, mostly young men.

In Dankassari, the photo exhibition attracted a flow of local visitors. Many visitors could recognize themselves or acquaintances. It even attracted people from neighboring villages. In the five villages targeted, the film shows and debates were highly successful.

All over, the cooperation caravan boosted local territorial partnership between the various agents of centralized cooperation (NGO's, SCO's, engineering services, common law authorities) as well as the new town councils of both districts, through cooperation on the one hand, and, on the other hand, by improving new representatives' and citizens' awareness of actions carried out within the cooperation.

The caravan enabled representatives, as well as the persons involved, to realize that decentralized cooperation aims mainly at promoting international solidarity, sustainable and balanced local development, and better experience and methods between decentralized bodies. Consequently, maintaining decentralized cooperation by improving people's involvement turns out to be necessary for our young organizations. Several participants approved of the initiative, including the Dogondoutchi community development scheme director, who concluded that the caravan was highly necessary in order to strengthen communication and visibility in decentralized cooperation actions. Locally, the caravan's impact perfectly reflects the project's expected outcome, to the organizers' total satisfaction.

Actions co-ordinated in favour of the Dankassari villages'Sustainable development 2021-2023

Actions financed or co-funded by Cesson-Sévigné town

They concern the following fields:

actions promoting women's health and self-sufficiency,
economic development and micro-credit aiming at promoting income from activities,

The 2021 action project involves two fields:
• Women literacy program in Toundoun Makera and further financing at Chanono.
• Aid to solar energy electrification of the Health Center in Saourin Kaihi (co-financed by SDE35)
In the 2022 and 2023 plan, the action will be decided in the Dankassari and Cesson-Sévigné joint agreement.

Actions funded by other partners

The Coordinated Actions for Sustainable Development in the Dankassari villages (following the 2018-2020 project) have been approved by Brittany Region. It receives co-funding from Cesson- Sévigné Town, Rennes Metropole and MEAE (for 2021).

Actions will concern the following fields:

Consolidating qualifications: Nigerien partners (representatives, town employees, RAEDD and other local associations members' entitlement to a geographical information system allowing for project monitoring, aid to decision, support to registration and tax collection.
Environment: a training program in soil assisted natural re-generation, re-foresting,
Health: solar energy equipment in health cabins, upgrading equipments for existing health centers, latrines for health cabins (double cabins and showers), training health cabin management committees in electrical equipment maintenance, matron training.

Our actions will concern the following fields:
• Reinforcing qualification: mastership to Nigerien partners (male and female representatives, municipal staff, RAEDD and local associations' members) of a geographical information system allowing project and decisional aid follow-up, and support to registry offices and tax collection.
• Environment: assisted natural re-regeneration training of soils, afforestation.
• Health : solar energy equipment of health cabins and latrines (double cabins and showers), rehabilitating former health cabins, fitting out health cabins and toilets (double cabins and showers), training health centers management committees for electrical and hygiene maintenance, matrons training.

Further sectors have been approved by SDE35, CEBR and AEBLB5 concerning energy, water and sanitation. . Significant contributions from Niger State (35% of the budget) and from local populations are expected.

In Dankassari, the goal of the project is to aim at Sustainable Development for the whole village population, including women and young people, through several tightly coordinated actions. The final result expected is to reinforce municipal authorities' action, concerning energy, environment, implementing technical training in several fields, improving health facilities in solar energy, latrines, reinforcing women's autonomy, thanks particularly to family planning, the whole project allowing a significant continuous Sustainable Development in Dankassari,

In Cesson-Sévigné, mainly primary and middle school pupils are involved, benefiting from education in citizenship and associative life, through an actual approach of life in Dankassari (talks in schools and mail exchanges).

More precisely, the following actions will be implemented :
• concerning energy : drafting a local plan based on the present situation and an analysis of the needs in solar electricity equipment for 5 health centers,
• concerning the environment, food security and sanitation : training in aided soil regeneration, plant nurseries, training in vegetable gardening, installing and maintaining latrines in six health centers and fourteen schools,
• concerning women's and girls'autonomy, improving women's and children's health : micro-credit, literacy, family planning, supporting girls'schooling,
• reinforcing municipal services : explaing the importance of tax, registry office, supportin 4 cereal banks and one middle school,
• communication on results, in Niger and in France,
• constant follow-up of activities.

The project is supported by MEAE, Niger State, Cesson-Sévigné, Rennes Metropole, SDE35, Brittany Region and AESCD.

Sustainable Development in Dankassari 2018-2020

Actions funded or co-funded by Cesson-Sévigné :

Cesson-Sévigné's funding was devoted to:
• Actions promoting women's self-sufficiency.
• Economic development and micro-credit aiming at income generating activities,
• Training.

The 2018 plan involves :

Gardening training in Marake Rogo
Micro-loans for literate women in Dogon-Tapki and Kamrey,
Contribution to electification of the Dankassari maternity ward (cofinancing requested from SDE35).

The 2019 action project included two sections:

Micro-loans for literate women in Chanono and consolidation of fundings to Guizara and Karki Mallam.
Contributions to (solar energy 315) the Gofawa Integrated Health Center (cofinanced by SDE35)

The 2020 action project included two sectors:

Micro-loans for literate women in Tounzourawa (Alheri group) and Gofawa ( Hadin –Gouiwa group) and consolidation of financing in Kamrey (Tchigaba group) and Dogontapki (Niyya group).
Contribution to (solar energy) the Integrated Health Center in Karki Malam (SDE35 cofinancing).

Actions financed by other partners

Beyond the actions of the plan, the following funds have been obtained in 2018:
- From the 35 Department Council, in favour of teenage girls' sexual education and against early marriages,
- From Rennes Metropole, in favour of Health Houses sanitation.

The project 'Going Ahead toward sustainable development in the Dankassari villages in 2019-2020' ( following the 2017-2018 project) was approved by the Foreign Ministry, the Brittany Regional Council, CEBR , SDE35, CD35 and AELB, .

Actions will bear on the following points :

ODD6 Sanitation :creation of latrines and showers in six health centers, construction of six latrine blocks in schools
ODD2,ODD15 Installing a solar pump in the market garden area in Marake Rogo ; male and female market gardeners'training ; municipal plant nursery and school garden,

ODD5 , ODD1, ODD3 : training sessions for matrons, for female and male family planning monitors in villages, literacy groups, micro credits for literate women, support to SCOFI (girls' schooling)

Progressing toward Sustainable Development in the Dankassari Villages 2017-2018

This project follows the first two stages of the Cesson-Dankassari Cooperation actions (for the 2009-2013 project, see here, for the 2013-2016 project, see here).

The Goals of Sustainable Development.

The international community has specified 17 goals for Sustainable Development, in particular:

SDG 1: End poverty in all its forms everywhere.
SDG 2: End hunger, achieve food security, improve nutrition and promote sustainable agriculture.
SDG 3: Ensure healthy lives and well-being for all ages.
SDG 4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.
SDG 5: Achieve gender equality and empower all women and girls.
SDG 6: Ensure availability and sustainable management of water and sanitation for all.
SDG 7: Ensure access to affordable, reliable, sustainable and modern energy for all.
SDG 15: Combat desertification, halt and reverse land degradation.
SDG 16: Promote peaceful and inclusive societies, and build effective, accountable and inclusive institutions at all levels.

The actions planned in Dankassari

Starting in the spring of 2017, they include the following points:

SDG 6: Water supply: training male and female hygienists and accountants (water fountains Management Committees), rehabilitation of ten drills and seven wells, installation of a multi-village mini AEP in Nakigaza and of three new wells.
SDG 6 Sanitation: building Girl/Boy toilets in seven secondary schools.
SDG2, SDG15: creation of a vegetable garden in Marake Rogo, of a local plant nursery and a school garden.
SDG 7: Energy: installation of two multi-functional platforms.

Partners

Agreements have been signed with MAE, Brittany Region, Ille-et-Vilaine Council, Rennes Water Catchment Area, Rennes Metropole and Loire-Brittany Water Agency. Niger State (45%) and local populations will contribute significantly.

In 2017, Cesson-Sevigne contributes financially through the last instalment of the Decentralized Cooperation with Dankassari for the 2014-2017 period.

The Communication section contributed to the production of a short film ‘Three Girls in Dankassari' by Idi Nouhou and Maman Siradji Bakabe.

Tax Collection

The action addresses the population, town councillors and village chiefs' awareness of municipal tax collection which is essential to Dankassari's development and is a priority for the mayor.

When he took office in July 2011 after a transition period when the Dogondoutchi Prefect had filled the mayor's function, he discovered that tax collection amounted to 8000 euros while the 2011 estimated budget amounted to 110 500euros; since then, he has made it a priority to avoid that situation .

The results are as follows:

2011: Expectation: 110 500, Collection: 130 000.
2012: Expectation 116 500, Collection:119 200.
2013: Expectation : 122 500, Collection by July: 83 000 (the gap is due to the fact that the Airtel Phone Company hadn't yet paid its dues to the town).

A session on summoning resources and on the importance of municipal tax took place on January 9^th and 11^th 2014 (in Gafoua and Dankassari) with elected members and 48 village chiefs, and missions were sent to the villages that lag in tax collection.
The action was maintained in 2015 and 2016.

In 2020, the project had initially planned awareness actions in the villages concerned by tax collection delays. However, the Mayor of Dankassari, realized that the population did pay their tax, and that the responsibility was due to the village chiefs, he then chose to organize, a central meeting of the village chiefs concerned.
The first meeting took place on February 15^th. It gathered 57 village chiefs, various members of the village, the district and the department's chief commissioner. The various addresses focused on the necessity of paying tax, the part it plays in developing the rural district, and mentioned the risks faced by those who embezzle public funds. A second reunion planned in November, after the crops, was delayed owing to the elections, then to the COVID restrictions. It eventually took place on March 6^th, 2021, gathering 59 village chiefs and the various district or village authorities, and the department Chief Commissioner.
